Ahmedabad, Service Unions have always been an integral part of the Postal Department. These unions play an important role in advancing the common service interests of their members.
Central Civil Services (Recognition of Service Association) Rules – The CCS (RSA) Rules, 1993 provide for recognition of service associations. All recognized organizations are required to comply with all the provisions of the CCS (RSA) Rules, 1993.
A complaint was received by two unions – All India Postal Employees Federation Group ‘C’ and National Federation of Postal Employees (NFPE) – regarding alleged violations of these rules. Allegations were made regarding the irregular use of funds collected from the members of these two unions.
A detailed investigation was conducted after due process in respect of the above complaints. The Union was given ample opportunity to present its case.
The inquiry report identified various irregularities in the utilization of funds by the association, which were in direct violation of the provisions of the CCS (RSA) Rules, 1993. Violation of certain provisions under these rules amounts to non-compliance with the objectives of the Service Organizations in respect of the following aspects:
To promote the common service interests of its members [નિયમ 5(b)].
Use of funds for purposes other than furthering the objects of the Service Association [નિયમ 5(h)].
No political funding or promotion of any party or its member’s political views [નિયમ 6(c)].
If these acts are committed by a Government servant, they are subject to the Central Civil Services (Conduct) Rules, 1964. [નિયમ 6(k)] will also be considered a violation of the provisions of
Therefore, following due process, the Department of Posts has withdrawn the recognition of All India Postal Employees Federation Group ‘C’ and National Federation of Postal Employees (NFPE) with effect from 25th April, 2023.
Some employee unions are giving non-factual and misleading statements regarding privatization/corporatization of postal department.
It is clarified that there is no proposal for corporatization or privatization of post offices.
In contrast, the government has over the years used the postal network to spread digital banking and government services to rural areas. Therefore, the post office network has been continuously expanded and strengthened during the last few years. PIB Ahmedabad
